Earl Parks is a graduate of Gallaudet University and has been with technology services since 1999. Earl Parks is currently the Executive Director (CIO) of Gallaudet Technology Services (GTS). He is responsible for providing technology support for the entire campus community including the Clerc Center.

Earl Parks was selected as one of 100 IT Premier Leaders 2014 by IDG Computerworld.

Gallaudet Technology Services received an award for "Best Community Site" for the my.Gallaudet/Intranet Project in September 2016.

Provides overall leadership for and management of Administrative Computing, Telecommunications, and Academic Computing for both the University and Clerc Center. Serves as the chief strategist and visionary for comprehensive IT planning and implementation. Defines overall technology architecture policies, standards and services for the University and the Clerc Center.
