Change to the Performance Evaluation Period FAQ (9/27/2019)

What recently changed?
Effective immediately, the performance evaluation period for regular status employees has changed to July 1 to June 30. Previously the performance evaluation period followed the university’s fiscal year (October 1 to September 30).  This change enables the University and Clerc Center to evaluate employee performance following each academic year, rather than each fiscal year.


Why has the performance evaluation period changed?
For many decades, Gallaudet followed the fiscal year performance evaluation period for exempt employees. However, we determined that this is not a best practice for either a higher education institution or a K-12 institution. While it may work for certain operational departments, it is not effective for departments that primarily serve students. The goals that are set at the start of the performance evaluation period should be focused on goals for the upcoming academic year.   


When is my next formal performance evaluation?
Performance evaluations should be completed by July 1 instead of by October 1. Completed evaluations should be submitted to Human Resources by July 31. We recognize that some employees will be off during the month of July. There is flexibility with the deadline as long as these situations are communicated to Human Resources.


What about the FY 2019 performance evaluations?
The transition to the new performance evaluation period will begin immediately. There will not be any FY 2019 performance evaluations. On July 1, 2020, the performance evaluation period will focus on October 1, 2018 through June 30, 2020.  For July 1, 2021, the performance evaluation period will focus on July 1, 2020 through June 30, 2021. Future performance evaluations will be based on July 1 to June 30 each year.


That is a long performance period, 18 months instead of 12 months. Why did you make this decision?
Since this is a transition period, we decided to extend the evaluation period from October 1, 2018 through June 30, 2020. However, supervisors are still expected to provide a mandatory mid-period evaluation. This is an opportunity to review goals set at the beginning of FY 2019 and then re-evaluate/update goals for October 2019 through June 2020.


What does the mid-period evaluation look like?
It will be an informal review of your performance from October 1, 2018 through September 30, 2019. It will also be an opportunity to review goals set at the beginning of FY 2019 and then re-evaluate and update goals for October 2019 through June 2020. 


Is there a plan to update the performance evaluation forms?  
Yes, Human Resources is still committed to updating the performance evaluation forms to be used for the next performance evaluation period from July 1, 2020 through June 30, 2021.  


What about Merit Increase?  Will we have one?
At this time, President Cordano has not announced whether or not the University will award merit increases.


What about faculty?  Did their performance evaluation period change?
No, faculty members already follow the academic year, which starts on August 16th of each year.
