Federal appropriation for Fiscal Year 2019

Dear Campus Community:

On Friday, September 28, the Department of Defense and Labor, Health and Human Services, and Education Appropriations Act of 2019 was signed into law. This law provides $134,361,000 in funding for Gallaudet University for Fiscal Year 2019, which began on October 1.

This funding includes an increase of $6,361,000 in funding over fiscal year 2018. We are deeply grateful that, once again, Congress has recognized the vital role Gallaudet plays in educating deaf, hard of hearing, and deafblind students from across the nation and globe.

This increase will primarily be used as the second half of the funding for the three strategic initiatives that began with the additional Congressional appropriation in Fiscal Year 2018. They are:

     Connect: Implement adaptive learning and hybrid course design at both the University and the Clerc Center

     Discover: Build on Gallaudet’s language acquisition and education research and become a national center of excellence for early language acquisition and learning.

     Influence: Expand resources and opportunities to enhance career pathways for Gallaudet students.

Furthermore, Congress has designated $2,000,000 of this increase to be used for a regional partnership focused on early language acquisition for children from birth through age three who are deaf or hard of hearing, with an organization with expertise in this area. This partnership will allow Gallaudet to expand and build on its current research in this area, and test and evaluate interventions in new and diverse geographic areas. The partnership should also include activities to improve early language acquisition training for early educators, caretakers, and other professionals. More information will follow.

Due to the targeted nature of the additional $6.3 million, and the requisite tracking and reporting needed to show Congress and the U.S. Department of Education that we are using these dollars for their intended purpose, the Office of the President will oversee the additional appropriation.

This funding reflects the hard work of the Gallaudet community. Due to your incredible efforts, Congress knows the contribution we make to the nation and the world, and is providing the financial support needed for us to innovate and thrive.
